Should You Recruit In-House or Use a Recruitment Agency in Jordan?

Both models work. Which one fits depends on the capacity you already have, your access to the Jordan talent market, and what you are trying to hire.

Companies hiring in Jordan usually have two practical options: run the recruitment with their own team, or bring in an external recruitment partner. Many end up using both, depending on the role.

The Short Answer

Whether in-house recruitment or an external recruitment agency makes more sense depends on factors such as internal capacity, access to the Jordan talent market, hiring volume, role complexity and how quickly the company needs to build a candidate pipeline.

Neither model is better in general. They differ in who carries the sourcing work and who holds the market knowledge.

A hybrid arrangement — the internal team defines the role and decides, an external partner sources — is common, and often the practical answer.

This article covers that one decision. If your question is whether you need recruitment or an employment arrangement, that is a different comparison, set out in EOR or recruitment agency: which do you need?

What Is In-House Recruitment?

In-house recruitment means your own people run the process: an HR function, a dedicated recruiter, or a hiring manager doing it alongside their main role.

Its strengths come from proximity. An internal team knows the business, can speak to the role and the culture with authority, controls the candidate experience from first contact to offer, and keeps whatever market knowledge it builds. Sourcing, screening and selection all stay inside the organisation.

Its limits are capacity and reach. An internal team can only run as many searches as it has time for, and its candidate network is whatever it has built so far — which, for a company new to Jordan, may be nothing at all.

What Does a Recruitment Agency Do?

A recruitment agency supplies the search itself: mapping the market for a given role, approaching candidates directly, screening them, and developing a shortlist the hiring company can interview.

What it adds is usually access and capacity — an existing view of who is working where, and the ability to run a search without drawing down internal time. What it does not do is make the hiring decision, which stays with the company. Employ by BA’s own methodology is described on the recruitment service page.

Neither column is the better option in the abstract. The right one depends on the role and the resources already in place.

When Does In-House Recruitment Make Sense?

Keeping recruitment internal tends to work well when:

  • you already have an established HR or recruitment team in Jordan;
  • hiring is recurring rather than occasional, so the effort of building a pipeline pays back;
  • your team has strong existing networks in the fields you hire from;
  • the roles are ones your organisation understands well and can assess confidently;
  • you want the market knowledge from each search to stay inside the company.

When Can an External Recruitment Agency Help?

External recruitment support tends to help when:

  • you are entering Jordan and have no local candidate network to draw on;
  • the role is specialised or hard to fill through advertising alone;
  • several vacancies are running at once and internal capacity is the constraint;
  • the search needs direct, discreet approaches to people who are not actively looking;
  • you need a view of how the role compares with similar positions before you set the offer;
  • the role requires a particular language profile — Arabic, English or both — that narrows the pool.

Using an agency does not by itself guarantee a faster hire. It changes who does the sourcing and how much of the market you can see; the interview process and the speed of your own decisions still set much of the timeline. How that process runs end to end is described in how recruitment works in Jordan.

Can You Combine In-House Recruitment With an Agency?

Yes — and in practice this is often the most realistic arrangement. Common hybrid patterns include:

  • the internal team defines the role and the criteria, and an agency supplements sourcing;
  • an agency handles selected search campaigns while routine hiring stays internal;
  • the internal team runs all interviews and retains the final decision;
  • external support is used for a market-entry phase, then wound down as the internal function grows.

Framing the decision per role, rather than as a permanent policy, usually produces a better answer than choosing one model for everything.

What About EOR or Staffing?

They answer different questions, and it is worth being clear about which one you are asking:

  • Recruitment — who can help us find and select the person?
  • EOR — who employs the person, under the relevant employment arrangement?
  • Staffing — do we need flexible workforce capacity rather than a permanent hire?
  • Recruit + Employ — can one partner handle both the search and the employment that follows?

Frequently Asked Questions

Is it cheaper to recruit in-house or use an agency?

It depends on the engagement model, the role, its seniority and the scope of support involved, so the two cannot be compared with a single figure. In-house recruitment carries internal salary and time costs; agency support is charged according to the engagement. For an accurate comparison, ask for a quote based on the specific role.

When should a company use a recruitment agency?

Most often when it lacks local candidate access, is hiring for a specialised or hard-to-fill role, is running several vacancies at once, or does not have the internal capacity to run a structured search.

Can an agency work alongside an internal HR team?

Yes. A common arrangement is for the internal team to define the role, run the interviews and make the decision, while the agency handles market mapping, direct approaches and initial screening.

Can a recruitment agency recruit specialized roles?

Yes, and specialised roles are one of the more common reasons to use one, because they usually depend on approaching people who are not actively looking rather than on advertising.

What should a company consider before choosing a recruitment agency?

How the agency sources candidates, whether it has visibility of the relevant part of the Jordan market, what the engagement covers and what it excludes, how candidates are screened and how that reasoning is shared, and whether it can also support employment if you have no local entity.
